Water and State is a book that I co-edited with Dr. Martin Krieger of the University of Greifswald.

This is a critical edition of a political treatise by Grotius dating from the first decade of the seventeenth century.  This title is out of print, but can be purchased as a second-hand book from www.abebooks.com
